TOWARD DEVELOPMENT OF THE ANALYSIS TOOL FOR MEASURING TECHNICAL BUILDING PERFORMANCES AS THE RESULTS OF PUBLIC SCHOOL REHABILITATION PROGRAM IN INDONESIA - Case Study: Public School Rehabilitation Program under Dana Alokasi Khusus (DAK)-APBN for Education

The rehabilitation program for public school buildings in Indonesia is mostly funded by National Routine Budget (APBN) through the Directorate of Basic and Preliminary SchoolDirektorat Pembinaan TK dan SD), Ministry of National Education. The funding scheme of for the program is conducted by both ‘block grant’ package –which allows the schools propose the rehabilitation directly to the Directorate, and decentralized scheme such as Dana Alokasi Khusus (DAK). The rehabilitation program for public school is an important issue, since proper public school building is prerequisite of equity and equality for acquiring education opportunities that leads to community welfare.

This research is aimed to develop a set of analysis tool for measuring the technical building performances as the results of public school rehabilitation program. The observed rehabilitation results are focused on post construction stages and final condition after operational period. The research objects are a number of public elementary school listed as DAK program recipients during 2007-2008. The analysis of rehabilitation results consists of three main stages: (1) preliminary inputs, (2) construction stages, and (3) final outputs. The aspects in the preliminary inputs stage include the availability of program guidelines, technical proposals from schools, the budget, human resources availability, and in-house rehabilitation team. The aspects in the construction stage include school verification criteria, rates of defects, centralized technical assistantships, construction site trouble-shooting, reports and documentation, and community participation. Meanwhile, the aspects in the final outputs include targeted building elements, which are grouped as structural elements, roof work elements, walls and finishes elements, floor and finishes elements, opening work elements, and sanitary-electrical elements. The initial phase of analysis is conducted by determining the most influential aspects of each stage. It used the correlation analysis method for obtaining the correlation matrix, which is then interpreted in term of its significance level to develop the proposed analysis tool. The tool measured the technical building performances by giving weight as 20% for the preliminary inputs, 30% for the construction stage, and 50% for the final outputs. By using the proposed analysis tool, this research determined the rehabilitation results as follows: (T1+T2+T3)/3, where T1 is preliminary score, T2 is construction score, and T3 is final output score. The overall technical performances are classified as A (excellent) scored 85-100, B (good) scored 70-84, C (average) scored 55-69, and D (poor) scored less than 55
